I'm acquainted with the "Low C" disease in many many F tubas.  But why isn't the same problem encountered with low Bb on Eb tubas?  I've maybe played only a dozen or so Eb instruments of various vintages and that note's never a problem, nor have I ever heard talk about it being one.  
What makes the F's so "special"?  It can't be just 2 semitones in fundamental pitch--there's got to be some design issue in these things.
