Humes & Berg used to make sousaphone mutes in their Stone-Lined series. Maybe they still do.

But sousaphone mutsing is a tricky matter. Throat opening diameter, straight length before the first knee, radius of the first knee. All that has to be considered to choose the right size, which will sit well, if it at all will be able to enter the bell.

And then alone the mounting and unmounting of the mutes during a performance will call for a stage hand for each sousaphone.

A very long shot on a solution would be to take off the bells and then to put a tuba straight mute into the bell receiver. That will retune the BBb sousaphones to just about CC. You then will have to rewrite the passage a step down, if the players shall use their standard BBb fingering. This solution will call for two stagehands for each sousaphone.
