However it must make sense that if you're doing sommething like pressing valves on a tuba or euph, you want to have all possible strength and stamina in your fingers?

Sure, practicing lots will get you roughly there but what better way of specific training than using hard springs for PART of your practicing for that purpose?

Folks get a 4 valve tuba for the first time and spend a long time trying to get their 'pinky' strength somewhere near their other fingers yes? Could they get there faster by doing some finger excersises I wonder?

I don't know but I'd bet studious pianists (and LH for violinists) do much work on finger strength - particularly in the 'weaker' fingers to obtain uniform dexterity...
