Meinl Weston and Willson both make 5 rotor Eb's. You can probably get one from Miraphone also if you are willing to wait.
In fact most of these are probably made to order.
If you know a good repair guy/customizer you can get them to slap a fifth valve on the Cerveny for a reasonable price. It would probably still be far less than the other horns mentioned above. That is as long as you like the way the Cerveny plays.
