Hi, one thing to take into account is a tuba is an investment, a better quality horn will hold its value over time, I bought a Mienl Weston 25 played it for ten years and sold it for the same price I paid when I upgraded my horn. A fourth valve will give some more flexibility but for most community band playing will not be a real issue.( It may make the horn more desireable to resell some time in the future.) But stay away from the real cheap import horns, unless you want to spend time and resources fixing them, plus you wont be able to give them away later. A used horn from a reputable shop may be the best way to go, good luck.
