Anderson Plating in Indiana is the place to have this done, but between the prep work and sandblasting and plating, it's probably going to run you more than the fair market value of the newly refinished tuba.
Is it worth it to you? Only you can answer that one.
The "silver looking" stuff is, in fact, silver plating.
