Exactly right. Plus most literature is written to avoid a lot of difficult fingering patterns taking into account the two flats that are naturally built into BBb tubas, Trombones, Cornets, Clarinets, saxophones (3 flats for altos and baris), Etc.

These are student musicians. I can see a serious student with a lot of parental support using a CC early on, but trying to learn it in a class situation could make it more difficult that it has to be and playing band literature on a CC IS harder than on BBb.

We all know that. (by the way, to illustrate, Have you ever tried to play the Arban Carnival of Venice on a CC in the original key? It flows pretty well on the BBb and it is practically impossible on the CC.)

Should a school have a few CC's around? Depends on the budget and the school. I think most would never need them.
