While FM receivers deemphasize high frequencies to improve the signal to noise ratio, FM transmitters do a corresponding emphasis of those same high frequencies to allow that deemphasis in the receiver and to keep the system flat.
Stereo FM receivers add a low pass filter to reject the 19 KHz pilot carrier.. Some do a better job than others.
