I'll second the recommendation for Dillon Music, where Matt Walters (who suggests with his charateristic modesty you go to the conference where many vendors and manufacturers will be) is perhaps the ultimate tuba guru (without taking anything away from Steve or the rest of the crew)!
Dillon has dozens of both new and used horns of every size, key and budget and they are excruciatingly honest and careful in helping you pick a horn that suits you and your needs. Pricing is fair at Dillon: you won't get a 'steal' cause they know horns and what they're worth, but you won't get ripped off and they'll work hard to make sure you're completely happy.
