The low Eb should be 1,2&4 on a BBb horn. Are you taking lessons? You should if you arent because you may have a embrochure problem that a teacher could solve. To make the 3rd spaced E natural more flat, pull out...(you said that it was sharp and that you couldnt push it in any further), to make it come down pull out! On many kinda junky school tubas the 2nd space C is sharp. (i play one of those) If you can play with your arm draped over the horn so you can pull and push the 1st valve slide. To fix the Db below the staff give a pull on the 3rd valve slide. And pull the 4th to fix your F. Ask your director or a nearby college director for some names of private teachers.
