"Partials" Defined?

Recently, Tony C. referred to a flat 5th partial 1st valve note. Somewhat confusing to me. Would someone please post the definition of a few open-fingered partials, and then extend that to one or two series of fingered-note partials?

If I had to guess, I'd guess (for CC):
Pedal C (open) [5 ledger lines + space] = 1st partial
Low C (open) [2 ledger lines] = 2nd partial
G (open) [1st line] = 3rd partial
etc.

If so, then what's the 1st partial for a 1st-valve note? Is this Pedal BBb? [6 ledger lines]?

If so, then is this the "partial series" of all 1st valve fingered notes (CC tuba):
Pedal BBb [6 ledger lines] = 1st partial
Low BBb [2 l.l.+space] = 2nd partial
F [just below staff] = 3rd partial
BBb [2nd line] = 4th partial
D [3rd line] = 5th partial <<-- Is THIS the note that tends to be flat????
