I can't address the euphonium issue directly but I can say that my old Boosey Sovereign Eb tuba had to be shortened about 1" because I couldn't get it to play high enough without jaming the slide all the way in. Even then, the high range (upper D especially) tended to be too flat. After the cut, the horn was fine but in retrospect I wonder what would have happened if I could have gotten comfortable with a smaller mouthpiece. I wonder if that would have helped. If I were you, I'd definitely experiment with some smaller mouthpieces to see if there is a difference. You also might try, if you have access to one, some custom setup that allows you to piece together a mouthpiece from a variety of cups, rims, and shanks. Trying a setup with your current cup and rim but with a smaller shank/backbore might also help to bring the overall pitch up.
