I am pretty sure that was The Army Band playing. At least all of the Band uniforms (dress blues) of the instrumentalist (like the buglers and conductor) that I could see were all Army. That vocalist without any doubt was a Army bandsmen. Man he sounded awesome, as did the band too. All of the military bands in the parade looked and sounded very good.
