3 valve compensating tubas would be ideal for high school bands. The average high school player doesn't have to worry about the extension register. If they are real studs, they generally have their own instruments. The only problem is this: Only Hirsbrunner makes a 3 valve, quite cost prohibitive. There are quite a few of the old Booseys around. I plan on snatching up the first one in decent shape I see.
As an aside, I assume you are the son of a Hovey that I met at NY All-State in 1977. I have a wonderful story to relate to you about your dad if you care to hear.
