You could check several sources on Vaughan-Williams himself. I remember reading in one book that Vaughan-Williams himself giggled about the Concerto during the premiere performance, although I can't recall the title or author. It is extremely difficult to find solid info(other than "Program Notes for the Solo Tuba" by Gary Bird) with any lengthy description/history of the Concerto for Tuba.
