This is a topic that I've been considering recently. Some of my thoughts are:
Taller, smaller bells more reflect the origins in the ophicleide which held on in Europe longer.
Taller bell tubas especially F tubas might be easier to manufacture because of fewer bent branches.(I maintain that F tubas would benefit from a couple more bends to respond properly on low C,B and Bb.)
Perhaps the sound of the larger bell instruments is more string bass like. It seems like the bigger bells started appearing here after the civil war when tubas were used on recordings and elsewhere in place of basses. Basses weren't being mass-produced here, so they were relatively rare.
For what it's worth. I don't know of any documentation on this topic.
