Piccolo Press is the name of Cliff Bevan's own publishing company, and he publishes music in addition to his book, and not just for tubas (though he is a tuba player). Your assumption would be entirely incorrect, however. Bevan's book is by far the most authoritative and carefully researched book on tubas ever written.
