Since you are in the Chicago area, call Wayne Tanabe at The Brass Bow and ask what they would charge for what you need done. They are in Arlington Heights, which should at least be driveable for you. They did a great job overhauling my 19th century BBb tuba. No matter what the charge, it will be significantly less than a new horn.
That said, don't ever expect to get what you put into this out of it again. The market for sousaphones is such that the cost of an overhaul will often exceed the resale price.
