Bad taste in a tuba is painting one chartreuse with purple polka dots.

The simplest thing to do would be to take the horn down to the local music store and have it checmically flushed.

You could also use a mild detergent and some warm (not hot) water and a trombone snake to get the leadpipe clean. Rinse afterwards and disassemble, clean and lubricate the valves. You can do a pretty thorogh job by performing the procedure in your bathtub. Be sure to put some towels or bath mats in the bottom of the tub to avoid scratching.

If the musty smell comes from a musty case, simply leaving the horn out of it to air out will lessen the odor tremendously.
