In France there is a tradition of military style large bugle bands. Buglers carry a soprano bugle as well as a parforce horn style alto/tenor to switch between. I have only seen such a large bugle section associated with a marching military band (which had its very wide formation tailed by a final row of two baritone saxes).

But I have read and heard about large, all bugle, military ensembles with sousaphonelike instruments in the bottom. This instrument might be a forerunner of such basses.

This helicon appears to have 3 main circle wraps. Could it be in low FF to get a few more available open notes withing the bass register?
