I may be wrong, but I believe there is no harmonica concerto by RV-W.
The piece mistaken is titled Romance for Harmonica, or something like that, though I'm not in a library and wouldn't trust my memory. It's a one movement work and though I haven't heard it, I don't think it has anything to do with the tuba concerto.
