Insertion isn't the only arbiter. My Besson euphonium played horribly flat with a bass trombone mouthpiece (a Bach 3G), but plays in tune with a Denis Wick SM3 (which is, if anything, larger). The insertion is about the same, but the design of the Wick is more appropriate for that instrument.

Your Conn might be just fine not only with a mouthpiece that inserts properly, but that is an appropriate design for that instrument.

But insertion does have some effect. When we finally reamed the receiver on my York Master to the proper taper, the mouthpiece went in much farther. This solved a host of intonation problems all by itself, but probably more because it allowed more appropriate mouthpieces than because the mouthpiece was merely inserted deeper. The mouthpiece that inserted properly in the instrument before our work was rattlingly loose and untestable afterwards. But the problem on this instrument wasn't general flatness, it was sharpness in the upper register.
