The 3/4" difference at the shank will definitely have a noticeable effect on the pitch. I suggest not changing the receiver, but getting a mouthpiece with the correct shank size. The shank size can also affect both the backbore that the manufacturer chooses fore the mouthpiece, and the playing effect of any backbore when combined with the horn. (I hope that was clear!)
If you're interested in my stuff, it is expensive but all shank sizes are always available at no extra charge, and everything I sell is returnable. You can end up spending lots less in the long run, instead of getting stuck with several pieces you'll never use. Obviously, there are lots of mouthpieces on the market available in the shank size you need. I call it "American" because most American-made tubas have always used that size. Other companies may call it "small" or something else.
