You could do the Concertino for tuba and orchestra by Bencriscutto.(sp?) It's not of the technical level of the ones you mentioned, but it's cheap to buy with the string parts, and the orch parts are easy. As for the tuba part, it's modern, but not weird, kind of like Hindimith. I always liked it, and it has a very pretty, lyrical 2nd movenemt.
