It's really not soo much about what you have in your lungs, but what you can with it. Mind over matter. Everyone has their limits, but as time goes on, you're embouchure will strengthen, and it will take less air to make notes respond, which will help (it did for me). You probably should do alot of lip slurs to get nice response, and then work with what you've got. If you're playing a load(relatively) long note, and there aren't any other tuba players that you can stagger your breathing with, then try to sneack one somewhere, or just put slightly less air into your horn.
I doubt there are many tuba players on this forum who can sustain the loadast, fullest low C they are capable of for more than 4 measures, moderate tempo, 4/4 meter. It's about how you use the air.
Unless of course you're a small person playing on a large 6/4 tuba. Then you might want to get a different peice of metal. But I don't think that's a factor. Hope this helps.
