With the tuba, you run into a few distinct groups of audition committee members - where concerto competitions are concerned:
- those who detest the tuba and would not pick any tuba anything
- those who think the idea of a tuba concerto is funny, and would vote for it as a "hoot"
- those who are tuba-neutral, consider it a viable instrument and judge the piece and player on their merit
- those who are crazy about the tuba and would vote for any tuba applicant who made it through their piece

Pick the piece that YOU like better. Don't try to out-guess the impression that the piece will make on various committee members. The piece that you like better will be the one that you will work on with more diligence and perform with more enthusiasm.
