It might well be that Sven really likes his St. Pete, regardless of what it might cost to refurbish. But I'm sure that the EU has one or two capable instrument repairmen, no offense to Matt, who I'm sure would do a great job.
If I were in Sven's position, I'd scour second-hand stores and schools for an old rotary-valved helicon that might yield a good valve section. It might be a good excuse to take a holiday in Prague. I'd also carry a set of calipers in my back pocket for checking the bore.
