There seem to be exceptions to just about any rule in the tuba world. The King 2341 has a peashooter-sized bore for a 4/4 BBb tuba; it's only .687. The horn has a big, deep sound and doesn't feel small . . .

. . . until you start to use the 4th valve fingerings below low E. 4 and 4+2 fingerings don't feel stuffy, but from Eb on down to 1+2+3+4, the notes get harder and harder to control and further and further sharp. The tone has progressively less fundimental the more valves you add. I've rarely seen this problem so severe with horns with bigger bores. Quite a number of high-end horns have larger bores for their 4th and 5th valves specifically to combat the stuffiness problem.
