I would recommend the little horns from DEG (I don't remember the model number, but they're manufactured by Weril). They are a small horn that is easy for elementary kids to hold, get a good sound on, and perhaps more importantly, carry back and forth. They are also inexpensive so you can buy more of them and get more kids playing low brass instruments. I believe it is poor instruction, not instruments like these, that contribute to bad habits. I have not had any problems with students (that I have taught) graduating to larger horns later.
