Ok, I'll give it a crack:

big universities:
Indiana and Michigan

Small Universities:
Northwestern, Rochester (Eastman),Rice, CCM

Tiny colleges:
Oberlin, DePaul

Conservatories:
Juilliard, Curtis, Cleveland Institute, New England

Non-US: Royal Notherthern Academy, Bobo's schools.

I'm sure I've bothered someone with what I left in or out. I've applied for and investigated college 3 times, and these are the ones I'd put at the top of the list. There are other fantastic programs which have produced great players.

out on a limb:
best places for tuba: Juilliard, Indiana, Michigan, w/Bobo
Euph:North Texas, Michigan, Royal Northern college

for perspective: I've attended James Madison, Michigan and Indiana. I've never attended a conservatory, so I really don't have an authoratative view on them.

Also, I think it's implied that these are opinions, don't you?

Good luck, work hard.
