In general, I think its hard to determine the most underrated orchestra. There are so many factors that go into a succesful orchestra. As far as recordings go, most of the "big" recording companies contract the conductors and not the orchestras. Thus, you end up with a Shostakovich cycle with Rostropovich conducting National Symphony and London Symphony Orchestra. If I did choose one orchestra, I'd have to say that the most underrated orchestra in the U.S. is Pittsburgh. Here's an orchestra that no one ever hears of,and they sound incredible!
