I presume by "echo", you are referring to resonance or reverb. Contrary to what you posted, there is significantly LESS reverb and resonance outside (unless your playing in an alcove or porch). Intonation wise, it is much easier to play outside due to this fact. If you play out of tune in a hall with a 5 second reverb, that duff note is hanging around in the air for 5 seconds, colliding with all of the notes (in tune or otherwise)in the air, and is thus, MUCH more noticeable.

Outside, as a tuba player, you sound is NOT magnified at all! Actually, due to the conical bore of the instrument, it projects significantly less the cylindrical bore instrument like the trumpet. Only reverberation (which generally only happens indoors) reinforces or magnifys the sound.
