Huevos (eggs in English) are the slang term for what we might call (informally also) "fruit with a hard outer shell" or a "spherical toys used in sports often". It seems like the person wanted to say "If you don't have "male gonads" then don't try to touch the Russian tuba" In which case it would sound like he is dearly in love with the St. Petersburg and feels that ordinary citizens are no match for its superiority.
