I don't think you'll get enough by orienting the tuning slide vertically. Plus, the tubing doesn't seem well-arranged for that conversion. My first temptation would be to lower the top two bows by about five inches. That gives you four points for retapering to spread that out a bit, even if you end up with uneven tapers, and would remove about 20 inches of the 25 inches that need to be removed. You could shorten the main tuning slide by an inch or two and that would get you most of the rest of the way.

Something Klaus said that might provide an opportunity. He believes that the leadpipe on the St. Pete is too narrow and restricts the horn too much. You could replace the leadpipe with something shorter, and probably get the rest of what you need to bring it up to pitch, and widen it out at the same time.
