I would recommend the Haddad suite for tuba, it may not follow a perfect concertino or concerto form, but it does have three contrasting movements. It may not be super hard but it is musically entertaining with a decent band part that is not to hard but has some interesting parts in it. You might want to give it a shot as I think the parts are also fairly reasonable.
