A definitive answer can be had from our State Department. As an American, I taught in Canada but did concerts on both sides of the border for a dozen years. We always played the anthem of the country where we were, last. That is, in Canada, we played The Star Spangled Banner, then Oh! Canada. In the US we played Oh! Canada, then The SSB. This was correct in the situations I found my band in. I would suggest checking with the State Department (they have protocol officers who are up to date on this stuff) in case you are going somewhere where protocol demands a different order.
