This is exactly what I would have suggested. The most likely culprit is the back plates being too snug. This can even happen if you screw the back valve cap on too tightly. The way to fix this is to loosen the back valve cap A LITTLE, maybe 1/4" to 1/2" of a turn and then gently tap, with a wooden or rawhide mallet, the top of the valve stem. This will loosen the back plate a little and probably realign the back plate if it is out of alignment. Try the valves after this procedure and see if it helped. If so, experiment with retightening the valve cap ever so slightly, in small increments of the amount you loosened it and see just how much you can screw the cap back into place before you notice the valves are slowing down again.
