How much does the MW32 sale for? I can't imagine a better all around first tuba. New, I suspect they won't be that far out of your budget and are almost definately the highest quality instrument in the general vicinity of your budget. I would love to have one myself to fill the *small* nitch between my PT-6 and PT-15. Even if they fetch six grand new they would be worth every penny and worth the wait to come up with the funds. Most folks don't get a horn until they are well into college or later so don't feel rushed into anything. You might even be able to help use a low interest defered student loan in college to help finance a horn.
