I've taught a lot of beginners, although none were on tuba.
What I like to do, and what seems to work, is to teach them the basics of playing the instrument physically at first. There is only so much you can do at once when you're learning something new.

On a brass instrument, I'd spend the first lesson on posture, holding the instrument, and how to do a basic embouchure/buzz. Just to the point of hopefully getting a noise out of the instrument. When they can get a clear tone, I'd have them start learning to move around in the harmonic series. Then I'd teach what the valves do, and then finally start music reading.
