I didn't read the review, nor have I heard the CD, but I do have some experience with reviews in journals--particularly literary journals. What I've learned is that the politics of academia is so thick and all-consuming that the reviews work kind of like this:

If an established writer (i.e., one with some political clout) has a piece being reviewed, and, say, a mid-career writer is asked to review it, then that writer will either praise the work or decline the review. If an emerging writer (no clout) is being reviewed, it may be in the mid-career reviewer's best political interest to slam it in such a way as to both preserve the reviewer's tenuous foothold on the middle and to dazzle the readers (presumably some with some clout) with his own boldness and dexterity.

Of course, this may not apply at all in this case. Maybe an innocent reviewer just plain hated this CD, in which case I say more power for speaking your mind in a publication historically filled with puff pieces.
