Sure! A case in point:
An optometrist requires years of study and board certification to ply his trade. What's the most damage he can do? Give you blurry vision and a headache (he is not allowed to prescribe drugs nor to conduct opthalmic surgery). He might miss noticing an organic eye ailment, but then he can't treat diseases of the eye either.
On the other hand, just about any dolt with a history of intoxication can obtain state certification for competency to operate on public thoroughfares a 1500 Kg. missile traveling at 10 m/sec and armed with the equivalent of 30 sticks of TNT.
Go figure...
