There are a number of small BBb tubas that would fit the bill. The Weril 680 is the first that comes to mind. You can find them new for under $2000 with 4 valves. Weril also makes a 3 top action valve model for a little less money. Both are small horns that would work very well for younger players. Jupiter also makes 3 valve, top action, 3/4 sized horns for about the same price. I haven't played the smaller Jupiters, but I liked the top end Jupiter model that I played. The small Yamahas would work, but they would be much more money than the others. The Conn 12J and King 1135 and 1140 are other models that would work, but I'm not sure of the price. You can find them used for a reasonable price though.
