Some years ago I was told of a music shop in Baltimore with a basement full of junk tubas. Eventually I managed to visit the place, but was too late. An eastern european customer had bought all the tubas and tuba parts that they had. Perhaps it was the same person you describe. I did get a decent trombone for my young son, however, and he was very pleased.
