There is a term in engineering circles called "designer." That term is used to describe senior draftspeople who take an engineering design and draw it so that it can be built. They will be responsible for making sure that pipes don't run into each other and wiring conduits stay away from heat sources. Looking at your descriptions again, I see that your friend is a skilled designer with some big projects under his belt. His opinion is probably highly regarded by the design engineers, and he probably knows lots of stuff that he wishes some freshly graduated engineers know. But, of course, that is a PC term that was created so that engineering firms could pay their most senior draftspeople more money, and bill them at a higher rate. The engineer will still put his seal on the plans after he has checked, approved, and taken responsibility for the designer's work.
