Sightreading: the best way to improve is to sightread daily. This involves the advance purchase of lots of literature on many levels.
Time: you must put yourself in a situation where time becomes entirely neccessary, i.e. dixieland combo, or something else that demands that you be a source of time as much or more than a source of harmony. If you want long term results, I highly endorse you to learn the electric bass guitar. Why you may ask? Because it functions as a percussion instrument as much as a harmony instrument. Keeping a "groove" and driving the rhythm forward will make you subdivide and maintain meter. Plus you can play along with a huge variety of music. You may be able to make yourself more marketable, but that is a whole different story...

BTW, there isn't really a quick fix to these problems. You will have to continue to foster your development in these areas over a long period of time to become as profecient as you may want to become.
