Compulsory Licensing is what I do for a living.

Honest!

I am employed by the US Copyright Office, as a Licensing Examiner. Been at it for 11 years, now. (And it never ceases to amaze me how much Urban Legend there is out there about copyrights.)

So, if any of you need a contact with the Straight Dope, (for instance, the current compulsory mechanical rate is actually 8.0 cents or 1.55 cents per minute of playing time or fraction thereof, whichever is greater) feel free to get in touch.
