The New York All-State process is different than most other states.
To audition for All-State a student must be a sophomore or junior, choose a Level VI solo from the NYSSMA (New York State School Music Association) Manual and perform it with accompaniment at a NYSSMA Solo Festival (which are normally held from March-June). The students receive notification of getting into All-State during the summer and the All-State Conference is held the last weekend in November in Rochester.

Some Level VI solos include:
Hindemith - Sonate
Vaughan-Williams - Concerto
Handel/Morris - Sonata No. 3
Spillman - Four Greek Preludes
Gallagher - Sonata Breve
Wilder - Effie Suite
etc.

I don't have a manual with me but a number of the solos only require a movement or two.
The system should probably be revamped for numerous reasons. I would be curious to see how other states run their process.
