It sounds like you are very green to the tuba world. If you think that CC instruments suffer in the low register because the tubing is shorter then you need to get out there and get some experience taking lessons with as many people as you can and play as many CC tubas as you can. Also, listen to orchestral recordings and listen to band recordings. There is a huge difference in the sound quality of CC and BBb. If you have "heard that the big sound of the CC tuba is great" that means you haven't heard many CC tubas played by musicians who really know how to play them. Get out there and do your research.
If you can just go out and decide you are gonna buy a tuba without having a clue what to buy then you have way to much extra money on your hands.
