I bought a tuba from a seller in Berlin last fall. He did a great job packing it- reinforced the box with wood along the sides and corners. He shipped it Lufthansa air cargo, and this was by far the cheapest we could find- only about $200 if I recall correctly. It arrived in perfect condition. The only disadvantage was that I had to go to the airport and pick it up myself. A bit of an inconvenience, but not a big deal. I'd recommend Lufthansa if they have airports near the seller and buyer. Worked well for us. Be sure to package it well- reinforce the box.

And there are no customs duties on USED musical intruments coming into the US.
