The New York State Scholastic Music Association (NYSSMA) puts out a pretty comprehensive directory of graded solos for all instruments. You might want to check this out.
"Judas Maccabeus" was the all-state solo when I was in high school (I'll bet a lot of tuba players remember it as such from around the country).
I would also encourage DUET playing for the young student - the Amsden book (Barnhouse), which is published in treble and bass clefs, and can be played by any two instrumnets keyed the same - cornet and tuba, basson and tuba, euphonium & tuba, etc. - is still good little book, starting with easy stuff and graduating to pretty technical passagework.
